Clerk and Responsible Financial Officer to Milborne Port Parish Council

£24,313 - £26,999 pa (pro-rata)

An exciting opportunity has arisen for a highly motivated individual, ideally with relevant experience, to undertake this interesting and varied post supporting an active and ambitious Parish council.

Milborne Port is a small rural town situated in Somerset that is served by 13 Parish councillors.

We are seeking a Clerk of the highest calibre to work actively with elected members to help improve the town and to ensure that all legal, financial and other governance requirements are met.

The successful applicant will either hold, or be willing to obtain the Certificate in Local Council Administration.

The Parish clerk is contracted to work 22.5 hours per week, mainly from the Town Hall. Some evening work will be required to attend council and committee meetings.

The position is graded at LC2, (new SCP 18-23) £13,651 to £15,152based on 22.5 hours per week, subject to qualifications and experience.

News from the Council Chamber – June 2019

The new “Gateways” to the village have been installed. Councillors noted that they do seem to encourage drivers to slow down more than standard speed indicators alone. We all hope that these, together with the mobile speed indicators will reduce speeding in and through the village.

The Council has decided to use the Canadian Solar Grant to resurface the Springfield Road Car Park but is also examining the feasibility of including Village Defibrillators, churchyard enhancements, a drinking fountain and swift boxes within its existing works. In parallel, the Council is investigating whether the various sports/fitness initiatives proposed might qualify for alternative funding from SSDC. Whilst circumstances currently preclude taking forward the Revive and Heritage proposals, enhancement of the Weigh-bridge area remains a future aspiration. Other proposals will not be taken forward however the Council wishes to thank all those who submitted proposals.

South West in Bloom judging takes place in the village on Tuesday 9th July. There will be a final “spruce-up” litter-pick in the village on SATURDAY 6th JULY. Notice of Public Rights and publication of Annual Governance & Accountability return (AGAR)

Any person interested has the right to inspect and make copies of the accounting records for the financial year to which the audit relates and all books, deeds, bills, vouchers, receipts and other documents to those records must be made available for inspection by any person interested. News from the Council Chamber – May 2019

There was a good turn-out among residents to vote for a new Parish council on May 2nd, with 5780 votes cast. Electors could vote for the thirteen people they wished to represent them on the Parish council.

The new Parish councillors are:

Richard Douglas – Chair,  Austin Fletcher – vice Chair 

Deborah Barsby, Tom Campbell, Tim Carty, Karen Gough, Josh Howes, Clive Laughton
Philip Lock, Lucy MacArthur, Elaine Stewart, Robert Tizzard, Ted Watts

The new Parish council met for the first time at the Annual meeting held on 14th May. Richard Douglas was voted in as Chair, and Austin Fletcher as vice-Chair. The new Council wishes to thank those members of the previous Council no longer in office for their efforts on behalf of the village. Topics which may be of particular interest are:

  • The new Parish councillors resolved to look at the Canadian Solar Grant applications made originally prior to making a final decision on the use of the funds for the most benefit to the village.
  • Austin Fletcher is leading an initiative to seek Plastic-free Accreditation for the village.
  • A group of residents has formed to support the Council in the development of a Neighbourhood Plan. This is a lengthy process which culminates in a local referendum to endorse the plan.

Currently, the Council Offices are being manned on a skeleton basis by volunteers and the normal opening times cannot be fully supported. Please bear with us. The next meeting of the full council will be held on Tuesday 4th June.

News from the Council Chamber – April 2019

Council meeting delayed because of Election

The next full council meeting will be delayed one week and will now take place on May 14th. This is to allow time to complete the protocols following the election on 2nd May. There are 19 candidates nominated for the 13 Parish Councillor places. A good turnout for these elections is hoped for. The nominations for council can be seen here.

Annual Parish Meeting

This public meeting will be held on Tuesday 9th April at 7pm at the town hall to hear from the council and other groups about activities in the past year. All welcome and drinks/nibbles will be available from 6:30pm

Litter Pick

South West in Bloom

As previously reported, The Parish Council has entered the village for this competition. Please look out for posters which will appear and let you know how you can help and get involved.

Use of Canadian Solar Grant funding

Councillors voted on the various projects which had been put forward, however, they agreed to defer the final decision until next month so that the new council could show commitment to any projects supported and to consider other aspects not reflected in the simple voting criteria.
